    Regional hiring support

Employ in Albania or Kosovo with local EOR support.

EOR is the employment arrangement for a professional you plan to engage in Albania or Kosovo; it is separate from finding a candidate. If you are still looking, start with a talent network brief. For EOR, share the country and intended arrangement so Division5 can confirm the scope, responsibilities and costs for your case.

Clarify the EOR arrangement before committing

Use these questions to establish what applies in your case. Country rules and Division5’s contracted scope must be confirmed for the intended arrangement.

    Decision area:Country and work location
Confirm with Division5:Is the professional based in Albania or Kosovo, and where will the work be performed?
    Decision area:Employment and supervision
Confirm with Division5:Which entity employs the person, and who directs day-to-day work?
    Decision area:Payroll and contributions
Confirm with Division5:Which withholding, social security and health contributions apply to this arrangement?
    Decision area:Costs and included services
Confirm with Division5:What fees, payroll costs and services are included in the written proposal?
    Decision area:Timing and changes
Confirm with Division5:What start date, notice terms and process apply if the arrangement changes?

    Albania

Albania’s tax authority describes employer social security and health care contributions as part of the local employer obligations. Ask which contributions and payroll statements apply to your arrangement, who handles them under the proposed scope, and how related costs appear in the written offer.

    Kosovo

The Kosovo Tax Administration states that salary tax withholding is a legal obligation. For a Kosovo-based professional, confirm in writing how withholding and related payroll reporting will be handled, which party is responsible under the proposed arrangement, and which costs are included.

Questions to settle before you proceed

EOR scope is specific to the country and engagement. Use the initial conversation to establish the details rather than assume a standard package.

    • Which country will the professional work from?
    • Who directs the day-to-day work and provides equipment?
    • What employment arrangement and start timing do you have in mind?
    • Which responsibilities, fees and included services apply to your case?

EOR can support a talent search

If you are still choosing a person, start with the talent brief. Division5 usually shares relevant profiles within 24 hours after a complete brief, subject to role and availability. That timing is for profiles, not a confirmed hire or start date.

Confirm the arrangement for your case.

Tell us where the person will work, whether you have identified someone, and which arrangement you are considering. Division5 will clarify the EOR scope, responsibilities and costs for your case.
